Does Missouri have a covenant marriage law?

No. Covenant marriage exists in three states: Arizona, Arkansas, and Louisiana. During the 2002 legislative session, both the Missouri Senate and the Missouri House of Representatives introduced bills to establish covenant marriage in Missouri, but neither of these bills was passed.
