Can you be over the age of 65, retired, have turned down Medicare and still qualify for Medicaid? My father couldn’t afford the Medicare premiums so decided to opt out of Medicare. He has been having some health issues and of course can't pay for medical care. We need to find out if he can qualify for Medicaid without having Medicare.

I think the best place for you to turn would be an aging office or your state Department of Social Services.
