Does freezing berries before making juice for jelly keep it from gelling?

No. Also, be sure that berries to be used for jam or jelly making are frozen without added sugar. Use 1/4 under-ripe and 3/4 ripe berries. Then if fruit naturally contains enough pectin, none will have to be added to sweet spreads made from this juice.
