It depends on whether the unpopped kernels are too dry or too wet. If kernels are too dry, there will be many unpopped kernels or kernels that have only split open. Put kernels in a jar and add one tablespoon water per quart of kernels. Tighten lid and shake at 5-10 minute intervals until all the water is absorbed. Wait 2-4 days before popping. If the kernels are too wet, the popped kernels will have a rough surface with some kernels that puff up like puffed wheat. Air dry popcorn kernels and check for correct moisture content by popping.
